Spokesman for the environmental Defense Fund Jerry Karnas said the legislation deserves a chance. <\/p>\n

?We understand that these are big issues, they?re complex issues and we may not win at the end of the day, but we want to be given the opportunity to at least state our case to get a bill moving and to allow the debate to proceed,? said Karnes. <\/p>\n
